Create a device
Issue a named device to a user, bundling credentials for one or more protocols at once. Each protocol is a real, independently-usable credential set — the client uses whichever one actually connects.
Manage devices
Every device, however it was created (bundle or self-registered) — rename it, issue it a fresh working config (optionally with a specific tunnel IP), or remove it entirely.

New user
A user owns devices and has a quota on how many they can create. Users don't log in here — this just tracks ownership and enforces the limit.
Leave all unchecked = no restriction (any enabled protocol). This is also what "Create Device" defaults to for this user.
